The plan, which calls for demolishing some 60% of the housing stock, is quickly rejected by the community. A second plan, which calls for demolishing some 20% of the housing stock, rehabilitating the rest, temporarily displacing some 4,000 residents, building some 1,400 units of new housing, two new schools, a new fire station, shopping mall, parks and playgrounds, is rejected in 1963. A third plan, which calls for demolishing just 10% of the housing stock, displacing some 2,000 residents temporarily, building 700 units of public housing and 200 units of private housing, renovating 2,000 units, and building new schools and other municipal projects, is accepted in 1965.
